In California, where one-eighth of Americans reside, we have a Republican governor and a Democratic legislature moving in the same direction — and with broad public support — on the issue of Global Warming.
Last week top environmental, political, and business leaders held a “Climate Action Summit” that galvanized support for limits on ozone-depleting chemical emissions. A law may be in place as early as September that caps not utilities, like caps announced in eight northeastern states in January, but to landfills, and oil refineries, as well.
